All money the government collects, such as taxes and fees, must go into one main account called the Consolidated Fund. However, Parliament can pass a law to set aside some money into a separate fund for a specific purpose. Also, a government department can keep some of the money it collects to cover its own expenses, if Parliament allows it. This rule helps ensure that public money is handled transparently and according to the law.

There shall be a Consolidated Fund into which shall be paid all revenues or other monies raised or received for the purpose of, or on behalf of, or in trust for the Government.
