THE PROTECTION OF SOVEREIGNTY ACT, 2026

<p>The Protection of Sovereignty Act, 2026 (Cap 7) is a Ugandan law designed to safeguard the country's sovereignty from foreign interference. It applies to <strong>agents of foreigners</strong> who engage in political or disruptive activities within Uganda, including representatives of embassies and consulates (subject to diplomatic privileges). <h3>Key Definitions</h3>
<p>Important terms defined in Section 1 include:</p>
<ul>
<li><strong>Agent of a foreigner</strong> – any person acting on behalf of a foreign entity in Uganda.</li>
<li><strong>Disruptive activities</strong> – actions that undermine public order or government functions.</li>
<li><strong>Foreign policy</strong> – the external policy of a foreign state.</li>
<li><strong>Foreigner</strong> – a person who is not a Ugandan citizen, or an entity not incorporated in Uganda.</li>
<li><strong>Interest of Uganda</strong> – the collective well‑being, security, and prosperity of the people of Uganda.</li>
<li><strong>Political activities</strong> – actions aimed at influencing government decisions, policies, or electoral processes.</li>
</ul>

<h3>Who the Act Applies To</h3>
<p>The Act applies to any <strong>agent of a foreigner</strong> who engages in political activities to further foreign interests, including through digital platforms. It also covers representatives of embassies, high commissions, and consulates, while respecting their diplomatic privileges. However, the Act does <strong>not</strong> apply to:</p>
<ul>
<li>Money or funding from a foreigner for regulated financial institutions, health facilities, academic research, commercial or domestic use, or faith‑based mission activities.</li>
<li>Lawful foreign direct investment, portfolio investment, diaspora remittances, trade finance, humanitarian assistance, and similar lawful inflows or outflows.</li>
</ul>

<h3>Administration of the Act</h3>
<p>The <strong>Minister</strong> (responsible for internal affairs) provides policy guidance. The <strong>Department for Peace and Security</strong> under the Ministry of Internal Affairs handles day‑to‑day implementation. The Department must consult with other bodies such as the Ministry of Foreign Affairs. Its functions include reviewing registration applications, conducting due diligence, inspecting activities, and advising revenue and immigration authorities.</p>

<h3>Registration of Foreign Agents</h3>
<p>No person may act as an agent of a foreigner without being registered and holding a valid certificate from the Minister. Key steps and rights:</p>
<ul>
<li><strong>Application:</strong> You must submit personal details, business and residential addresses, information about the foreigner you represent, copies of agreements, and a statement of your activities (including any political activities).</li>
<li><strong>Processing:</strong> The Department conducts inquiries within 14 days to assess your suitability (identity, criminal record, solvency, etc.). The Minister decides within 14 days after receiving the Department’s recommendation.</li>
<li><strong>Certificate:</strong> Issued for two years and may include specific conditions.</li>
<li><strong>Refusal:</strong> If refused, you have the right to receive written reasons within 14 days and may apply to a court for redress.</li>
<li><strong>Renewal:</strong> Apply at least three months before expiry. You must show compliance with the certificate’s terms. The Minister must decide within 14 days, following natural justice.</li>
<li><strong>Suspension or Revocation:</strong> The Minister may suspend or revoke your certificate only on grounds such as false information, non‑compliance, committing an offence, insolvency, or security threats. You are entitled to a fair hearing.</li>
</ul>

<h3>Prohibited Activities and Offences</h3>
<p>The Act creates several criminal offences to protect Uganda’s sovereignty:</p>
<ul>
<li><strong>Promoting unadopted foreign policy (Section 10):</strong> An agent of a foreigner cannot engage in disruptive activities or solicit assistance to promote a foreign policy not approved by Cabinet. Penalty: legal entity – fine up to 100,000 currency points; individual – fine up to 50,000 or imprisonment up to 10 years (or both).</li>
<li><strong>Foreign interference in elections (Section 11):</strong> Intentionally influencing electoral choices is an offence. Exemption for nominated Electoral Commission representatives.</li>
<li><strong>Interfering with government operations (Section 12):</strong> Organising meetings or activities that obstruct, impair, or hinder a public officer is prohibited.</li>
<li><strong>Economic sabotage (Section 13):</strong> Publishing false information or participating in disruptive acts that weaken Uganda’s economic system is an offence.</li>
<li><strong>Performing reserved government functions (Section 6):</strong> Only the Government or its approved agents may perform functions listed in the Sixth Schedule of the Constitution. Foreign agents need explicit approval from the relevant agency and Cabinet, unless they hold a valid licence from a regulatory body.</li>
<li><strong>Developing policy without Cabinet approval (Section 7):</strong> An agent who knowingly develops and implements Government policy without Cabinet approval commits an offence.</li>
<li><strong>Hindering policy implementation (Section 8):</strong> Foreign agents cannot hinder, frustrate, or disrupt policy implementation. Prior approval from the relevant ministry and a formal undertaking are required.</li>
</ul>

<h3>Funding Declarations and Restrictions</h3>
<p>To ensure transparency and prevent illicit financing:</p>
<ul>
<li><strong>Declare all funding sources (Section 21):</strong> Agents must declare the source of their funding to the Minister. A false or misleading declaration carries a fine of up to 70 currency points (approx. UGX 1.4 million) or imprisonment up to 5 years (or both).</li>
<li><strong>Declare foreign funding over 20,000 currency points (Section 22):</strong> Financial support exceeding that amount in 12 months must be declared. Failure is an offence – legal entity: fine up to 100,000 currency points; individual: fine up to 50,000 or imprisonment up to 10 years. The money is forfeited to the State.</li>
<li><strong>Funding for disruptive activities (Section 23):</strong> Soliciting or accepting funds intended to overthrow the government or engage in disruptive activities is an offence. Directors of legal entities also face liability.</li>
<li><strong>Foreign funding to government bodies (Section 24):</strong> Such funding automatically becomes public funds and must be managed under the Public Finance Management Act.</li>
<li><strong>Reporting by supervised institutions (Section 25):</strong> Before paying money to a foreign agent, an institution must ensure the agent has declared the source. Monthly reports to regulators are mandatory. Non‑compliance is an offence with a fine up to 200,000 currency points.</li>
<li><strong>Submission of returns (Section 26):</strong> Agents must submit returns to the Minister detailing funds received and how they were used.</li>
</ul>

<h3>Inspection and Enforcement</h3>
<p>Inspections of foreign agents can only be carried out under a <strong>court order</strong>. You must not obstruct the inspector, provide false documents, or refuse to comply. Penalty: fine up to 2,000 currency points or imprisonment up to 7 years (or both). All government ministries and agencies must cooperate fully with the Minister and Department to ensure the Act is implemented effectively.</p>

<li>A <strong>currency point</strong> is defined in the laws of Uganda – currently 1 currency point = UGX 20,000 (subject to change).</li>

<h3>Your Rights and Duties</h3>
<p>Every Ugandan has a <strong>duty to promote the sovereignty</strong> of the people. The Act reinforces that government actions must prioritise Uganda’s interests. If you are an agent of a foreigner, you have the right to a fair process in registration, renewal, and any suspension or revocation. You also have the right to challenge adverse decisions in court. The Minister may issue regulations to implement the Act, and these must be laid before Parliament.</p>

THE EVIDENCE ACT

<p>The Evidence Act governs how evidence is presented and used in court proceedings in Uganda. It applies to all cases in the Supreme Court, Court of Appeal, High Court, and Magistrates Courts, but does not cover affidavits or arbitration. This Act sets out the rules on what evidence can be admitted, who can testify, and how to prove facts. Whether you are a party to a lawsuit or a witness, understanding these rules helps ensure a fair trial.</p><h3>Key Definitions</h3><p>Knowing the key terms under the Act is essential. A <strong>court</strong> includes judges, magistrates, jurors, and assessors (but not arbitrators). A <strong>document</strong> means any recorded matter. <strong>Evidence</strong> is anything used to prove or disprove facts. A <strong>fact</strong> is something perceived by the senses or a mental condition. A <strong>fact in issue</strong> is directly relevant to a legal right or liability. <strong>Proof</strong> occurs when a court believes a fact is so probable that a prudent person would act on it.</p><h3>Scope and Application</h3><p>You can only present evidence that relates directly to facts in issue or other facts the Act says are relevant. This prevents irrelevant information from wasting the court's time. Facts that are part of the same transaction, even if at a different time or place, are also relevant. The Act applies to both civil and criminal proceedings.</p><h3>Relevance Rules</h3><p>The Act lists many situations where facts become relevant. For example, you can present evidence of motive, preparation, or conduct that helps explain why something happened. Facts that show the occasion, cause, or effect of an event are relevant. If there is a reasonable suspicion of a conspiracy, statements or acts of any conspirator about the plan can be used against all of them. Facts that contradict or make a disputed fact more or less likely are also relevant. In lawsuits for damages, any fact helping the court decide the amount is relevant. When a right or custom is in question, transactions or instances that created, claimed, or denied that right are relevant. Evidence of a person's state of mind (like intention, knowledge, good faith) or bodily feelings is relevant when that state is in question. Patterns of similar past acts can be used to show intent rather than accident. Business routines can help prove that a specific act occurred. These rules allow the court to consider the full context of a case.</p><h3>Admissions</h3><p>An <strong>admission</strong> is any statement (spoken or written) that suggests something about a fact in issue. It can be used as evidence against the person who made it. Statements made by a party, their agent, or certain persons with a financial interest can be admissions. However, an admission is not conclusive proof but may stop the person from later denying the fact (estoppel). Oral admissions about the contents of a document are generally not allowed unless you can use secondary evidence. In civil cases, you can prevent an admission from being used if it was made on condition of confidentiality.</p><h3>Confessions</h3><p>A <strong>confession</strong> made while in police custody is generally not admissible unless a senior police officer (Assistant Inspector rank or above) or a magistrate was present. A confession before a magistrate while in custody alone is not enough for a conviction; other material evidence must implicate you. Confessions obtained through violence, force, threats, or promises are irrelevant and cannot be used. However, if the improper influence is completely removed before the confession, it may become relevant. A confession does not become invalid simply because it was made under a promise of secrecy, deception, or while drunk, or because the person was not warned. In joint trials, a confession by one accused that mentions another can be considered against both. If an accused person gives information that leads to the discovery of a fact, that part directly relating to the discovered fact can be used as evidence even if it is a confession.</p><h3>Statements by Unavailable Persons</h3><p>Statements made by someone who has died or cannot be found may be admissible in specific situations, such as dying declarations about the cause of death, statements made in ordinary business records, statements against the maker's financial interest, opinions on public rights or family relationships, and statements in wills or on tombstones made before the dispute arose. Previous testimony from a witness who is now unavailable can also be used if the earlier case involved the same parties and the opposing party had a chance to cross-examine.</p><h3>Judgments as Evidence</h3><p>Previous judgments can bar a second suit on the same issues (res judicata). Final judgments in probate, matrimonial, admiralty, or insolvency cases are conclusive proof of legal status or ownership. Other judgments involving public matters are relevant but not conclusive. However, you can challenge a judgment by proving the court lacked competence or that it was obtained by fraud.</p><h3>Opinions and Expert Evidence</h3><p>When the court needs to decide issues involving foreign law, science, art, handwriting, or fingerprints, it may consider the opinion of a person specially skilled in that field (an <strong>expert</strong>). Facts that support or contradict an expert opinion are also relevant. Handwriting can be proved by a witness familiar with the person's writing. Opinions on the existence of a right or custom, or on local terms, are admissible. Conduct can be used to prove family relationships, but not alone to prove marriage in divorce or bigamy cases. The grounds for an opinion must be given.</p><h3>Character Evidence</h3><p>In civil cases, evidence of a person's character is generally irrelevant. In criminal cases, evidence of your good character is relevant. Evidence of bad character is generally not allowed, but there are exceptions: if you raise your good character, if it is needed to prove the current charge, if your defence attacks the victim's character, or if you give evidence against a co-accused. If you choose to testify, you can be cross-examined about your guilt of the offence charged. Character can affect damages in civil cases, but only general reputation, not specific acts.</p><h3>Burden of Proof</h3><p>The <strong>burden of proof</strong> lies on the person who asserts a fact, especially if they would lose without evidence. In criminal cases, the prosecution must prove your guilt beyond reasonable doubt, but you may need to prove exceptions or private facts. In civil cases, facts only known to you must be proved by you. If a person has not been heard from for seven years, the law presumes they are dead. A child born during a valid marriage is presumed legitimate. The court may also presume facts based on common life patterns.</p><h3>Documentary Evidence</h3><p>To prove the contents of a document, you must generally produce the original (primary evidence). Secondary evidence (certified copies, oral accounts) is allowed only in specific situations, such as when the original is lost, destroyed, or held by an opponent who refuses to produce it. You must give notice to produce the original before using a copy. Signatures and handwriting must be proved. Attested documents require at least one attesting witness to prove execution, with exceptions. Public documents (e.g., government records) can be proved by certified copies. The court presumes certain documents are genuine, such as official gazettes, certified copies, and documents over 30 years old from proper custody.</p><h3>Witness Competence and Examination</h3><p>Every person is competent to testify unless the court finds they cannot understand questions or give rational answers (e.g., due to age or mental condition). Mute witnesses can give evidence by writing or signs. Judges and magistrates cannot be compelled to testify about their judicial acts. Spouses can testify in criminal cases with consent, and are compellable for the defence. In civil cases, parties and their spouses are compellable. State secrets are protected from disclosure. Lawyers must keep client communications confidential, except for communications in furtherance of an illegal purpose or facts showing a crime after employment. Witnesses cannot refuse to answer relevant questions even if self-incriminating, but such answers cannot be used to arrest or prosecute except for perjury. An accomplice's testimony alone can lead to a conviction.</p><p>The court controls the order of examination: a witness is first examined by the party who called them (examination-in-chief), then cross-examined by the other side, and finally re-examined by the original party. Leading questions (suggesting the answer) are generally not allowed during examination-in-chief but are allowed in cross-examination. The court can forbid indecent, insulting, or needlessly offensive questions. Witnesses can refresh their memory using documents they made or read at the time. The court may also ask questions to discover the truth.</p><h3>Estoppel</h3><p>The principle of <strong>estoppel</strong> prevents a person from contradicting something they previously caused another to believe and act upon. For example, a tenant cannot deny the landlord's title, and a bailee cannot deny the bailor's authority.</p><p>This summary provides an overview of the Evidence Act for informational purposes. An Act to provide for the care, protection and maintenance of children; to provide for the National Children Authority; to establish a family and children court to make provision for children charged with offences and for related matters.

THE CHILDREN ACT

<p>The Children Act (Cap 62) is Uganda's primary law protecting the rights and welfare of every person under 18. It applies to all children, parents, guardians, foster parents, approved homes, and any person or institution dealing with children. The Act sets out parental responsibilities, bans harmful practices, governs adoption, guardianship, foster care, and provides a child-friendly justice system. It also establishes the National Children Authority to oversee child protection.</p>

<h3>Who Is a Child?</h3>
<p>A <strong>child</strong> is any person under the age of 18 years. This definition determines who benefits from the special protections under this Act, including the right to parental care, education, and protection from abuse and exploitation.</p>

<h3>Key Rights of Every Child</h3>
<ul>
<li>Right to live with parents or guardian and to express their views on matters affecting them.</li>
<li>Right to be registered at birth with a name and nationality.</li>
<li>Right to safety, privacy, basic social services, leisure, and inheritance.</li>
<li>Right to be free from discrimination, violence, abuse, neglect, and harmful customary practices.</li>
<li>Right to be protected from child labour, sexual exploitation, child sacrifice, forced marriage, trafficking, and female genital mutilation.</li>
<li>Right to access education, immunisation, adequate food, clothing, shelter, and medical attention.</li>
<li>Right to have their welfare treated as the paramount consideration in all decisions affecting them.</li>
</ul>

<h3>Parental Responsibility and Duties</h3>
<p>Parents and guardians have the legal duty to maintain, educate, and protect their child. They must provide food, clothing, shelter, medical care, and immunisation. They must also protect the child from discrimination, violence, and neglect. If both parents die, responsibility can pass to relatives, a warden of an approved home, or a foster parent by court order.</p>

<h3>Ban on Harmful Practices and Child Labour</h3>
<p>No person may subject a child to any customary practice that harms their health, education, or development. The minimum age for employment is 16, and work must not be harmful. Harmful work includes physical or sexual abuse, dangerous machinery, heavy loads, slavery, trafficking, and prostitution. Violators face fines or imprisonment.</p>

<h3>Child Protection and Reporting Obligations</h3>
<ul>
<li>Any person who knows of child abuse or neglect must report it to the local council, police, or child welfare authority.</li>
<li>Professionals like doctors, teachers, and social workers are legally required to report concerns.</li>
<li>Local councils must protect children, mediate disputes, and keep a register of disabled children.</li>
<li>The National Children Authority advises the government, receives complaints, and monitors investigations into child abuse.</li>
</ul>

<h3>Care, Supervision, and Emergency Protection Orders</h3>
<p>A family and children court can place a child under supervision or care only if the child is suffering or likely to suffer serious harm. Supervision orders last up to one year, extendable once. Care orders last up to three years or until the child turns 18. In emergencies, a child can be taken into protection for up to 48 hours. The child's best interests always come first.</p>

<h3>Adoption Rules and Procedures</h3>
<ul>
<li>Applicants must be at least 25 and at least 21 years older than the child (exceptions for relatives).</li>
<li>Married couples must both consent; single men cannot adopt a female child (and vice versa) unless special circumstances exist.</li>
<li>Foreigners may adopt only in exceptional circumstances, after at least one year of residence and foster care, and as a last resort.</li>
<li>Adoption orders permanently transfer all parental rights to the adoptive parents; the child is treated as born to them.</li>
<li>Adopted children have the same inheritance rights as biological children.</li>
<li>Adoptive parents must tell the child about the adoption when they can understand, and reveal biological parents' identity at age 18 (unless harmful).</li>
<li>Consent of biological parents is required, but can be revoked before the adoption order is made. A child aged 14 or older must consent personally.</li>
</ul>

<h3>Guardianship and Custody</h3>
<p>Only Ugandan citizens can apply for legal guardianship. A guardian must be at least 18, have no criminal record, and be recommended by a social welfare officer. The court must consider the child's views if aged 12 or older. Guardianship gives full parental responsibility until the child turns 18. Custody can be awarded by the court based on the child's best interests; parents can also agree in writing.</p>

<h3>Child Maintenance and Parentage</h3>
<ul>
<li>Parents must support their children even after divorce, separation, or annulment.</li>
<li>Maintenance orders can be made during pregnancy or before the child turns 18, and can be enforced by attachment of earnings or seizure of property.</li>
<li>A child has the right to apply for a declaration of parentage to establish legal fatherhood or motherhood, which affects inheritance and maintenance.</li>
<li>Maintenance ends when the child turns 18, unless a new order is obtained.</li>
</ul>

<h3>Children in Conflict with the Law</h3>
<ul>
<li>No child under 12 can be held criminally responsible.</li>
<li>Children must be arrested with caution, released on bail unless serious danger, and never kept with adult detainees.</li>
<li>Family and children courts handle most child criminal cases; they cannot sentence a child to death or corporal punishment.</li>
<li>Detention is a last resort; maximum periods depend on age and offence (e.g., under 16: up to 3 months; 16+: up to 12 months).</li>
<li>Cases must be completed within 3 months after plea; otherwise dismissed.</li>
<li>No 'conviction' or 'sentence' wording is used; instead 'proof of an offence' and 'order'.</li>
</ul>

<h3>Penalties and Enforcement</h3>
<p>Violations of the Act can lead to fines (up to 25 currency points in some cases) or imprisonment (up to six months, or longer for specific offences like child abuse). The Minister can make regulations with penalties up to 25 currency points or two years imprisonment. Family court orders can be enforced like magistrate court orders.</p>

An Act to provide for the procedure to be followed in criminal cases.

Criminal Procedure Code Act

<p>The Criminal Procedure Code Act (Cap 122) is the primary law in Uganda that sets out how criminal cases are handled from arrest through appeal. It applies to everyone involved in the criminal justice system — police officers, magistrates, prosecutors, accused persons, victims, and witnesses. This Act defines your rights when you are arrested, explains when police can detain you without a warrant, outlines the bail process, and provides the rules for appealing a conviction or sentence. Whether you are a suspect, a defendant, or a member of the public, knowing these rules helps you understand what to expect and how to protect your legal rights.</p>

<h3>Key Definitions</h3>
<p>Understanding legal terms is essential. The Act defines important words like <strong>cognisable offence</strong> — a serious crime that carries a prison sentence of at least one year or a fine over 24 currency points — and <strong>complaint</strong> — an allegation that a crime has been committed. It also defines who qualifies as a <strong>chief magistrate</strong>, what a <strong>police station</strong> is, and how <strong>currency points</strong> are valued (set out in the Schedule). These definitions form the foundation for all procedures under the Act.</p>

<h3>When Police Can Arrest You Without a Warrant</h3>
<p>The Act gives police broad powers to arrest you without a warrant in specific situations. A police officer can arrest you if they have reasonable grounds to suspect you have committed a serious (cognisable) offence, or if you breach the peace in their presence. Other reasons include:</p>
<ul>
<li>Obstructing a police officer in the execution of their duty</li>
<li>Being a suspected army deserter</li>
<li>Being found at night with intent to commit a crime, or possessing housebreaking tools</li>
<li>Having stolen property in your possession</li>
<li>If a warrant for your arrest is already issued</li>
</ul>
<p>Police can also arrest suspected vagabonds or habitual robbers if you are hiding, have no visible means of support, or cannot give a good account of yourself. Importantly, the police must have <strong>reasonable suspicion</strong> — arbitrary arrests are not allowed.</p>

<h3>Your Rights During Arrest</h3>
<p>When you are arrested, you have several important rights:</p>
<ul>
<li><strong>To be told why you are being arrested:</strong> A written order with your name and the offence must be given to the arresting officer if you are arrested without a warrant (Section 12).</li>
<li><strong>Against excessive force:</strong> The police can only use the force necessary to prevent your escape — handcuffs or tying you up is only allowed if you actively resist or try to flee.</li>
<li><strong>To be searched respectfully:</strong> Women must be searched only by another woman, and your clothing cannot be taken unless it is evidence.</li>
<li><strong>To have your arrest reported to a magistrate within 24 hours:</strong> The police must notify a magistrate of your arrest, even if you are released on bail. This prevents secret detention.</li>
<li><strong>To be brought before a magistrate without unnecessary delay:</strong> If you are arrested without a warrant, you must be brought before a magistrate or senior police officer as soon as possible, and in any case within 24 hours for non-serious crimes (e.g., not murder, treason, or rape).</li>
</ul>

<h3>Arrest by Private Citizens (Citizen's Arrest)</h3>
<p>You have the right to arrest someone if you witness them committing a serious crime (cognisable offence) or if you reasonably suspect they have committed a felony. If your property is being damaged, you or your employees can arrest the person causing the damage without a warrant. However, you must hand the arrested person over to a police officer or take them to a police station as quickly as possible. The police will then decide whether to hold them or release them. If there is no good reason to believe they committed a crime, they must be released immediately.</p>

<h3>Police Powers to Prevent Crime and Protect Property</h3>
<p>Police have a duty to take reasonable steps to prevent crimes, especially serious ones. They can arrest you without a warrant if they know you are planning to commit a cognisable offence and believe arrest is the only way to stop it. They can also intervene to prevent damage to public property (buildings, roads, canals, telegraph lines, etc.) and can stop anyone from removing public landmarks. If a police officer learns about a planned serious crime, they must report it to their supervisor so action can be taken.</p>

<h3>Appeals from Criminal Convictions and Sentences</h3>
<p>If you are convicted, you have the right to appeal to a higher court. The key procedures are:</p>
<ul>

<h3>Communication and Formation of Contracts</h3>

If two or more people make a joint promise, they are all equally responsible; the promisee can demand full performance from any one of them. Among themselves, they must share the cost equally.</p>
<p>You must perform your promise within a reasonable time if no deadline is set. If both parties have promises that must be performed at the same time, you do not have to perform unless the other party is ready and willing to perform theirs. If one party blocks the other from performing, the blocked party can cancel the contract and claim compensation. If you fail to meet a time deadline that was essential, the other party can cancel the contract; if the deadline was not essential, you must pay compensation for the delay.</p>

<h3>Your Rights When Dealing with Police</h3>

  <li>If arrested without a warrant, you must be brought to court within 48 hours (Section 25). If not, you can apply to a magistrate for release.</li>
  <li>If you are female, only an authorised woman may search you (Section 23).</li>
  <li>During a search of your home, you have the right to be present and to see a warrant (Section 27).</li>
  <li>You can make a written complaint against a police officer for misconduct, such as bribery or oppression (Section 71). The complaint must be investigated, and you must get a report. False complaints are punishable.</li>
  <li>Bail bonds from police are free of charge (Section 39).</li>
  <li>If police seize your property related to a criminal case, you can apply to a magistrate for its return (Section 42). Unclaimed property is disposed of (Section 43).</li>
</ul>

<h3>Police Command and Oversight Structures</h3>
<ul>
  <li><strong>Police Authority:</strong> Chaired by the Minister, advises government, appoints senior officers (Sections 8-9).</li>
  <li><strong>Police Council:</strong> Chaired by the Inspector General, handles recruitment, promotions, discipline for ranks up to inspector (Sections 10-11).</li>
  <li><strong>District Police Committees:</strong> Advise on local appointments and personnel matters (Section 12).</li>
  <li><strong>Regional and District Command:</strong> Each region or district has a commander under the Inspector General (Section 7).</li>
</ul>

<h3>Police Employment and Discipline</h3>

  <li>Failing to obey a police order to disperse: the gathering becomes unlawful (Section 35).</li>
  <li>Unauthorised assembly or procession: fine up to 120,000 UGX or imprisonment up to 3 months (Section 38).</li>
  <li>Desertion: maximum 1 year imprisonment (Section 61).</li>
  <li>Harbouring a police officer on duty: fine up to 240,000 UGX or imprisonment up to 6 months (Section 70).</li>
  <li>False complaint against police: fine up to 240,000 UGX or imprisonment up to 6 months (Section 71).</li>
