Uganda has a Parliament made up of representatives elected by the people. The Parliament holds its power for five years starting from its first meeting after a general election. However, if war or a state of emergency stops normal elections from happening, Parliament can vote to extend its term. This extension can last no longer than six months at a time and requires approval from at least two-thirds of all members. This rule exists to prevent the government from staying in power indefinitely without elections, even in a crisis.

The composition and functions of Parliament shall be as prescribed by this Constitution.

Subject to this Constitution, the term of Parliament shall be five years from the date of its first sitting after a general election.

Where there exists a state of war or a state of emergency which would prevent a normal general election from being held, Parliament may, by resolution supported by not less than two-thirds of all members of Parliament, extend the life of Parliament for a period not exceeding six months at a time.
