Parliament is the only body that can make laws for Uganda, covering areas like peace, order, development, and good governance. No other person or group can create laws that have legal force unless Parliament specifically allows them to do so through an Act. Parliament also has the duty to protect the Constitution and ensure Uganda remains a democratic country. This means laws affecting your daily life—like taxes, education, or public safety—must come from Parliament, not from any other authority.

Subject to the provisions of this Constitution, Parliament shall have power to make laws on any matter for the peace, order, development and good governance of Uganda.

Except as provided in this Constitution, no person or body other than Parliament shall have power to make provisions having the force of law in Uganda except under authority conferred by an Act of Parliament.

Parliament shall protect this Constitution and promote the democratic governance of Uganda.
