(1)The officer in charge of an area in which an unlawful activity has occurred or is likely to occur may, in a prescribed form, appoint such number of residents in the neighbourhood as he or she thinks necessary to be special constables to reinforce the members of the Force in that area.
(2)An appointment made under subsection (1) shall be'
(a)in writing;
(b)made only when there is need to reinforce the members of the Force ordinarily employed for the maintainance of law and order in the area in respect of which they are appointed;
(c)subject to the approval of the Inspector General;
